Do cellphone coolers work with powerbanks?

So, i purchased a cellphone cooler + powerbank combo yesterday, and that i'm at the moment ready for it to reach. My doubt is…idk if it'll work. I bought the Black Shark funcooler 3 professional, and a 20000 powerbank from Pineng; the black shark says it wants 2V or greater to run, whereas the powerbank says it may output 2.1V.

Will it work? If not, are there different powerbanks that do work? If not, i’d simply surrender on utilizing a cooler, since needing to make use of a outlet with it appears an excessive amount of of a trouble for me.
