Why is my GTA IV disc like this?

I purchased my GTA IV Xbox 360 disc at a used online game retailer. I seen it was a bit bit unusual (and that it had a giant scratch on the fitting of the highest layer) but it surely nonetheless works with my sequence X. On the disc, in small letters it says “confidential unpublished work”. Is there any hurt in utilizing this disc in my Xbox? Thanks.
