Is that this Halo disc salvageable?

I buy this off eBay some time again and found some injury or rot on the very fringe of the disc. It received't play because of this. Cleansing doesn't assist because it seems to be on the info layer and never the clear floor. Is there any technique to repair one thing like this?

To make clear: I've different video games which are scratched up means worse and so they play superb. It's the wavey sample that appears to be inflicting the issues.
